The image is taken in front of St. Raphael&#039;s Cathedral in Dubuque, Iowa. Along the front are clergymen, possibly priests, bishops, and maybe a cardinal up front and center wearing a mitre. Many other religious men are nearer to the church and there are also men and women standing all mixed together.  Men and women are seen standing on the balconies in front of the church. There are banners hanging on the church and two say, &quot;Welcome&quot;. Another larger banner in the center reads, &quot;Veritas liberabit vos&quot; which translates to, &quot;the truth will set you free&quot;.
